Powers and duties of the officers and employees of the organization

Charter of Duties. Charter of duties of the officers of MA (Pensions) is as under :-

Deputy DGAFMS (Pension)


• Advisor to the DGAFMS on all matters pertaining to disability pension issues.
• Member of ACFA (Appellate Committee First Appeals) i.e. First Appeal cases for Disability / Spl Family Pension.
• Processing of second appeal cases for approval of DGAFMS.
• President of Appeal Medical Board (First appeal).
• Periodic review of disability pension policy and procedures.
• Court cases/Legal notices: offer comments to MOD and Service HQ/ Records.


Director AFMS (Pension)


• Adjudicates initial claims of officers.
• Adjudicates SFP claims at the initial stage.
• Member of First Appeal Medical Board.
• Assist DDG (Pens) on Policy matters.
• Comments/Inputs on medical aspects in Court cases/Legal notices.
• Maintain records and custody of all classified Documents.
• Office Administration.


Joint Director AFMS (Pension)

• Process First Appeals for approval by DDG (Pension).
• Process Second Appeal cases through DDG (Pension) for Approval of DGAFMS.
• Member of First Appeal Medical Board.
• Office report and returns.

Assistant Director / Section Officer

• Office administration.
• Inventory holder and custodian of files/ documents.


Procedures

Initial Claim : Initial claims referred for opinion from Service HQ/ Records are studied and opinion/ comments on attributability/ aggravation and disablement are given by JDAFMS/ Dy DGAFMS.

First appeal : Recommendations on acceptance / rejection of appeal from medical point of view is endorsed by Dy DGAFMS (Pension) as member of Appellate Committee on First Appeal (ACFA). If required, individual is called for the First Appeal Medical Board.

Second appeal : Second appeal to Defence Minister’s Appellate Committee on Pension (DMACP) is scrutinized and opinion of DGAFMS as member of DMACP on acceptance / rejection of appeal is obtained through DGHS (AF). Whenever required, sanctions for Second Appeal medical board / Review medical board is accorded.

Appeal Medical Board (when attributability/ aggravation aspects need to be re-examined) is held only at Base Hospital Delhi Cantt and conducted by the office of DGAFMS to ensure uniformity.

(i) First appeal medical board is conducted by Dy DGAFMS (Pension). Appellant is called for admission at Base Hospital, Delhi Cantt and after necessary investigations, specialist opinion is obtained. Medical Board is held every Monday and opinion is recorded after examination of case in totality.

(ii) Second AMB is held during the process of 2nd appeal. This is the highest level of medical board in the Armed Forces on disability pension issues. DGHS (AF) conducts the board as President Medical Board with Senior Consultant medicine and Surgery as members. Appellant is called for admission at Base Hospital, Delhi Cantt and after necessary investigations specialist opinion is obtained. Medical Board is held every Monday and opinion is recorded after examination of case in totality.

• Review medical boards are conducted (on appeal against findings of RAMB or on request for review of disability assessment by individual in receipt of DP) at Army Hospital( R & R), New Delhi and Armed Forces Medical College, Pune for veterans from North Zone and South Zone respectively.


• Additional inputs for counter affidavit / rejoinder in Court cases on referral from Service HQ/ Records are offered on medical aspects.
